Phillips County is a county located in the U.S. state of Colorado. As of 2000, the population is 4,480. The county seat is Holyoke.

As of the census of 2000, there are 4,480 people, 1,781 households, and 1,239 families residing in the county. The population density is 3/km² (6/mi²). There are 2,014 housing units at an average density of 1/km² (3/mi²). The racial makeup of the county is 93.04% White, 0.20% African American, 0.29% Native American, 0.40% Asian, 0.02% Pacific Islander, 4.71% from other races, and 1.34% from two or more races. 11.76% of the population are Hispanic or Latino of any race.
